General Cain is a 1971 graduate of the Tiger Battalion, commissioning as a Second Lieutenant with a Bachelor’s of Science degree In Chemistry. His military schools Attended schooling includes: the Chemical Officer Basic And Advanced Courses, the United States Army Command and General Staff College, and The United States Army War College. He attained the rank of Brigadier General in 1998.

General Cain retired on 20 June 2000.
